The food rules that apply in a c-store

• Most refrigerated food must be held at 41°F or below. Pasteurized milk in its original sealed container, shell eggs and a few other items may be held at 45°F (HSC 113996).
• Frozen food must be stored and displayed frozen (HSC 114018).
• Every refrigeration unit needs a readable thermometer in its warmest part (HSC 114157).
• Ice is food (HSC 113781), so ice machines and bins must be kept clean on the manufacturer's schedule (HSC 114117).

Refrigerant rules for store equipment

• New self-contained units (merchandisers, reach-ins, many ice merchandisers) have been limited to refrigerants with a GWP under 150 since January 1, 2025 (40 CFR 84.54). Many use R-290, which EPA limits to 304 g in units with doors and 494 g in open cases (EPA).
• New remote condensing units (the walk-in behind the cooler doors) have a federal GWP limit of 1,400 from July 27, 2026 (40 CFR 84.54), and California bans R-404A in them (CARB).
• Existing R-404A systems are serviced with certified reclaimed refrigerant in California (HSC 39735).

Energy: the biggest bill in the store

Refrigeration runs around the clock in a c-store. PG&E's Simplified Savings program offers eligible small businesses no-cost walk-in door closers and gasket and coil cleaning, plus discounts on ECM motors for display cases (PG&E). PG&E's rebate catalog also includes anti-sweat heater controls and new doored display cases to replace open multi-deck cases (PG&E). See lowering refrigeration energy costs.

Maintenance

Clean condensers on the manufacturer schedule, keep product out of the airflow in every case, and check door closers and gaskets. Walk-in maker Norlake recommends quarterly preventive maintenance by a certified technician (Norlake). See maintenance plans.
