Frozen food and bagged ice are small categories that cause big problems when they fail: melted ice cream, bags of ice frozen into one block, and water on the floor. What the rules say
Frozen food must be stored and displayed frozen (HSC 114018), and ice is food under the California Retail Food Code (HSC 113781). Every unit needs a readable thermometer in its warmest part (HSC 114157).
Glass door and ice cream freezers
- Frost inside the case. Doors not closing or sealing, torn gaskets, or a failed defrost system.
- Fogged glass. Freezer doors need working door and frame heaters. Fogging on the outside of the glass usually means a heater or its control has failed.
- Soft product. Dirty condenser, iced evaporator, failed fan, or product loaded over the line.
- Chest-style ice cream freezers. Lids left open, ice buildup around the rim and blocked condenser grilles near the floor.
Bagged ice merchandisers
- Bags frozen together. Temperature swings cause partial thawing and refreezing. The unit needs to hold steady, and doors must close.
- Frost and ice on the walls. Door gaskets and heaters, or moisture from bags loaded wet.
- Water on the floor. A blocked drain or a failed defrost or drain heater. See refrigeration water leaks.

Replacing a freezer
New self-contained freezers have been limited to refrigerants with a GWP under 150 since January 1, 2025 (40 CFR 84.54). ENERGY STAR certified commercial freezers are on average about 20 percent more efficient than standard models (ENERGY STAR), and the California Foodservice Instant Rebates program lists glass or solid door freezers at $50 to $100 per unit at participating dealers while funds last (program flyer).

Why are my bags of ice freezing into one block?
The ice partly melts and refreezes. That points to temperature swings from doors left open, a defrost cycle that runs too warm or too long, or a control problem.
Who owns the ice merchandiser in front of my store?
Some are owned by the ice supplier and serviced under their agreement. Check the label and your paperwork. If the unit is yours, we repair it.
